As a Penatologist, I feel as though this is a case commonly described by many of the young boys I look at during my practice as a doctor. If you don’t have the ability to visit a doctor, I have a suggestion. Apply a substance such as peanut butter to your testacles (peanuts are high in protein). Let it set for 5 minutes each day, and through a process known as osmosis the protein will enter the scrotum and go into the testes, allowing for developmental growth. This does not happen overnight, so I would reccomend doing it each day for nearly a month. You should notice the results by then, and good luck!

Girth, probably over time, length, maybe not much. The ladies like the girth more anyway. Sounds like you are about average or a little more.

not sure what size you were expecting—My penis is 3.5-4 inches flaccid, 3 inches girth (it has never really grown in girth since I started puberty) its 6.5 inches fully erect (this is normal most guys are at this size or slightly bigger but if over 7 that is above normal; you are doing okay and at 17 there is still room for growth just wait, if not more growth you are okay at 6.5) (but sometimes i dont get full erections and its 5.5-6 inches this happens most after not masterbating for a few days/weeks) (so when you mbate you grow? is it possible that you see it larger in your hand? if you have measured it at 6.5 erect its still there) and 5 inches erect girth.(girth is above average so wait and enjoy what you have)
Its not just the size but the changes in puberty such as my scrotum hasnt got darker it does not hang etc so it seems undeveloped and not adult like because even if it was small it would have these characteristics (sure, but other areas of development have taken place–body hair, voice change, body odor, thick skin, longer penis, etc, if not you should get your hormones checked but if you have developed, you doing okay) and also my foreskin does not roll back behind my head properly when flaccid and i can barely do it when its erect.(slowly pull it back but use something to help the foreskin to retract, lubricate it-put some shampoo, baby oil under the skin and slowly pull back, it might not go all the way back and that’s okay too ; it will take some time to do so; do this every time you take a shower but do it slowly).
My testicles are also small. (what is small? relax, its all part of puberty, the body as it develops everything grows but how would you know that you are small? its your body and the proportions are related to your body) I know I cant really see a massive increase in my erect size but I’m thinking I might be at stage 4 puberty so will the girth of my penis increase and will my testicles increase along with my scrotum in a spurt? (sure, you will stop developing at 21 so relax and let your body develop slowly but you should like or love yourself as you are still) Im worried because I know I should be bigger. (not really, genetics play a major role in the development of our body if grandpa or dad is big don’t ask but they did have children you will too)
