take a measuring device and place it at the baseof your penis, (but dont push down into your pelvis or anything to make the measurement bigger) and then measure from the bas to the tip without stretching it or anything.
But measure when you are fully erect.
You can measure girth by taking a peice of string and wraping it around your shaft and marking it off and then use a ruler to measure the length of the string where you marked it.

Where the top of your penis meets the rest of your body, to the very end. You also want the penis to be at a 90 degree angle with your body.
Use a yard stick rather than a ruler. You will not have to move it up as often and possibly get the wrong measurement. .
90 degrees?? ouch
