It depends on the person in some people the foreskin can go back at early ages in others not until late puberty so when they are 13-18. When erect it doesn’t always go back automatically but as long as you can retract it then it’s fine. If you can’t then try pulling it back a bit more each day and it should get better.
Some foreskins go back on their own when the penis attains erection but some never do. As long as it can be manually retracted over the glans without pain or discomfort, then it’s normal.
Retraction can happen at any age between 3 and late teens. It’s preferable for it to happen by puberty. If it doesn’t then stretching exercises usually fix the problem. Sometimes a steroid cream is needed on prescription to speed up the stretching process.

In some people, it does not peel back completely until they are 16-17 or so. Don’t worry unless it is very tight. If is is, then see your doctor.
