Mine stopped at 21. It’s normal for guys to stop growing penis size from ages 18-21.
I found a way to make it grow after it stopped, though. That’s with a traction device made specially for the penis. I gained 1″ length & .5″ girth in a few months with a device. They work.

I think it was fully grown about 15. My first real girlfriend then was suprised when she saw my penis almost touch my navel. She thought it was huge. What do you expect from a 14 year old with no experience with penis’?
