   That’s a disease called micropenis. 3 inches erect is *not* normal at 16.
   Just see a doctor to be sure. There are options for the future, such as surgery.

   Your penis could stay the same size but it will probably grow. The average penis size for a sixteen year old is between 4 and 6″ so your not that far off for your age. sometimes puberty can last until you’re 20 years old but on average your penis will stop growing at about 18 years old so you still have 2 years. A good indicator to see if you are done growing down there is to start measuring it about once every month. If it dosn’t get bigger in that span of time than you could possibly be done.

   I was with a guy at 14 years old who had the same small size… I was with the same guy at 20 years old and he had tripled in size… men continue to develop into their late teens and you do seem to be a late bloomer… give it some time
   Ps the average penis size is 5 1/2 inches at full maturity… not as big as you may have thought. Don’t let it determine who you are and what you do in life.

    Go to a doctor,not to strangers over the internet for problems like that. You may still grow more until 21 or so.
