No, neither your size issue nor your phimosis have anything to do with the accident you mention. Unless the injury was specifically to your penis itself, it would have no long-term effects whatsoever. If you’re able to get erect now, then I don’t think there’s a problem with blood flow.
Its perhaps possible that you could have damaged the ligament that holds the penis in place, and somehow shortened it. The result would be that you would still be able to get an erection, but more of the penis would be inside the body than normal.
There are lots of guys out there who are 4 inches. Just be glad you have a penis, and enjoy it.
You can work on trying to stretch the foreskin, but if there really is phimosis going on, it’s only gonna get worse as you get older.

You just need to stretch the foreskin, do it in the bath or shower – the hot water helps to soften the skin.
Insert a clean finger under the foreskin, and gently stretch it – don’t do it so much that it hurts, as this can cause micro tears, that then heal with scars – not what you want.
It will take several weeks before you see any results, but keep it up daily and you’ll get there
Pulling the foreskin back whenever you pee will help, as will masturbating.

but be aware you are 19 & some men don’t end puberty until like 25.
prohaps give it more time.
