You just don’t know for sure Dude, we all come together differently.
My gear didn’t take off, until i was 17, and it grew until I was half way through age 23, which was 6 months ago, and I haven’t noticed a change, so I hoping it’s done. So is my Lady.
Be proud of what you have Man, and there comes a point where you just don’t get to use anymore of it, so what’s the value of being bigger after a point. If it’s really long, your Ok with positions that need a little distance like entering her Lady part from behind, or sideways positions, but you can miss out on the closeness of close together face to face positions. My favorite was sitting on the sofa with my Lady on me face to face, tummy and breasts against me and just loving and moving as it felt right for us. That one doesn’t work for her anymore because of length change….so bigger and longer can have a down side to it.

Signs are that you notice no more difference in size after a certain period of time:then you can assume you are done growing there.
Color
Maybe if you measure it in a year and it hasn’t changed then your done
