the “rule” your referring to is an old wives’ tale. shaving does not make your hair grow in thicker. it just seems like it because you go from being clean shaven to having hair and the change is drastic.
if you don’t want to shave you can trim it so it’s not everywhere. or have your parents get you some wax.

Trim the hair as close as possible to the skin, then buy some Nail creme hair remover. Spread on liberally, wait 4 minutes and shower off the hair. You may need to repeat several times at first. Also, I like to use a handful of sugar scrub or salt scrub. Then the skin will be hair free and very soft.
Check with your friends & buddy’s to see if their Dad has an old electric shaver they no longer use. Sometimes, they will buy a newer model & the old one still does a good job. An electric shaver does well. Otherwise, be V E R Y careful – or just keep them trimmed closely with scissors.

Just get some scissors and break it down low. That will eliminate your more hair rule and hair bumps as well. I did it so that my lady would get hair in her mouth when she “Faced The Nation”:)!
