It all depends on the person. Usually by the age of 22 you are fully grown and fully developed, but there are exceptions to the rule.
At age 15, you still have TONS of growing to do, trust me, maybe not a lot height wise but your body has tons of developing to do. Your penis is not fully grown until about age 21 usually, so don’t worry.
Final adult penis size is attained earlier than height. Your junk will stop growing at around 16 but it’s possible to still grow taller until the mid-20s (this is VERY rare though) as the growth plates in certain bones do not fuse until then. However, your body will not be producing as much HGH and IGF-1 as it did when all of the other growth plates were open so even if you still have “growth” left, you could very well not grow.

When a boy enters puberty, after his testicles begin to grow his penis begins to enlarge, just like the rest of his genitals. The penis grows longer until the age of 18, but growth in width only begins at the age of 13. During the process, pubic hair grows above and around the penis.
So it seems, 18 years is the answer. I guess this may vary…but this must be the average or general rule.

I don’t know about your penis, but you may have a little bit of inches left in you. Try surfing the web, you may find your answers easier that way,
YOU WILL STILL BE GROWING TILL YOUR LIKE 20-22. BUT YOU SEEM PRETTY TALL AND IM NOT SURE HOW TALL YOUR FAMILY IS SO YOU MIGHT JUST GROW A LITTLE MORE.
