A short boy who is well developed in puberty (that is, he has a deep voice, lots of body hair and can ejaculate) will almost certainly have a bigger penis than a tall boy who has not reached or is in the early stages of puberty. So, penis size relates to how far a boy has advanced in puberty, not to how tall he is.
A factor which will affect a boy’s final penis size will be genetics. Penis size often runs in families so two fully developed boys who are the same height may vary considerably in penis size.
