I don’t think you can stop him. It’s quite a normal thing for children to do sometimes. I would just make sure he hasn’t got something irritating him, like an infection or soreness on his penis, if not, just ignore it if you can. Good luck
Is natural, let him do it, is not something malicious, it will pass later on, infants do that very often, I bet you also did, you just do not remember.

There’s not much you can do. As long as he’s doing it in the house and he’s safe. At that age children cannot orgasm so he’s basically just playing…
