Yes it does. Firstly you lose time growing as the penis is repairing – this is especially the case when you circumcise just at the onset of puberty. Secondly, it affects the amount of blood during erections and so it doesn’t stretch as much.
No. And there is no “average” or expected size for a 13 year old. Depending on where you are in puberty at 13 you could still have your prepubescent size of a couple of inches or near your adult size (of which about 6 inches is the norm).
