The only thing that stunts penis growth as far as I know of is genetics. Aside from that as you get older your penis tissue can break down from over use, or under use for that matter and that can lead to a smaller penis. But not by a whole lot even then.
If you take drugs that are known to cause the break down of muscles like speed (or adderall for that matter) then its possible for your penis to shrink. Some major meth addicts really don’t take care of themselves and as a result their bodies break down muscles tissues to make up for the loss of nutriants. In extreme cases their bodies could basically “eat” their own penis, in a way.
poor health whether from illness or just leading a totally unhealthy lifestyle. And yes, many drugs can have adverse effects too.
no problem with masturbatig htough; that is on nice thing we can all do with no fear of it interfering with the growth of the penis.

good question not that i know of but let me just say ive never heard anyone say there penis has been stunted
