If you just turned 14 recently then you are not late for puberty development – you just are not in the early maturing first third of young men. If you were late 16 or 17 and asking these questions then there might be something to worry about. Be patient. Most likely your penis will be about the size of your father’s.
While it is possible that your cancer treatments could contribute to potential delayed puberty you haven’t said what type cancer or what treatments you have done. Anyway, this type question is best answered by your own Dr. If you can not talk to him without your parents in the room then call his nurse during the day sometime
and tell her you want to speak to your Dr privately for just a moment and ask her how can you go about scheduling a private conversation and then ask your Dr how your treatments might affect your puberty.
These kind of things have a way of working themselves out so be patient. Your body has other priorities right now besides puberty. However from what you have said you are already beginning puberty so expect things to change in the coming year or so.
good luck with your cancer and puberty
